Welcome
We would like to introduce you to the first High River Regional Airport (HRRA) newsletter. We will be issuing an updated newsletter on a monthly basis and hope to have you peruse each monthÕs edition. As this newsletter evolves and grows, we are constantly eager to hear responses from readers and welcome any outside contributions.
As spring arrives, more people will want to go flying. With this in mind we must be in top form both in the air and on the ground.
History
The
High River Regional Airport is a not-for-profit corporation, wholly owned by
the town of High River and the municipal district of Foothills. The High River airport is located
approximately 2.5 km south of the Town of High River on highway 2A, 30 minutes
from the southern outskirts of Calgary.
The airport was previously operated by the Province of Alberta prior to
the town and municipality taking ownership in 1999 and was incorporated into
the HRRAL in 2003. The present
Board of Directors was appointed in 2009.
It is the desire of the present board, township and municipal district
to see the airport grow into a sustainable and contributing element of the
community and local area through fiscal, environmental responsibility and continuing
support of the neighboring community.
Currently the airport is servicing commercial and private aviation with
maintenance and flight training services.

Pilot Licensing:
You must ensure you have in you possession the new Pilot License booklet by June 30, 2010 as the old format licenses will be no longer valid at this time. Applications can be obtained at the local Transport Canada office ÉÉaddressÉÉ or at www.tc.gc.ca/civilaviation/regserv/affairs/cars/menue.htm.
A proper certified passport photo must accompany the application. Ensure you read the directions outlined in the application.
Current back-logs have been said to be a high as 3-months.
Your existing valid radio operatorÕs license must be retained.

ÒThis notification provides advance notice of the implementation of the new regulations requiring all pilots, flight engineers and air traffic controllers holding aviation licences in a paper format to apply for and obtain an Aviation Document Booklet. Air Traffic Controller and Flight Engineer licences along with Private, Commercial and Airline Transport Pilot Licences in the old format must be replaced by the Aviation Document Booklet by midnight on June 30, 2010. Only holders of a valid new Aviation Document Booklet, will be able to continue to exercise the privileges of their licenceÓ

Programs and
Proposals
Airport Programs
Some things the airport is in the process of doing, considering to be done or recently completed are:
Runway 06/24 Extension:
The extension of the main runway is still in progress and is expected to be complete in the summer of 2010.
Development of taxiways:
Extensions to the private hanger area taxiways are being carried out on Òas-requiredÓ basis. Future taxiways would include a parallel taxiway for runway 06/24.
GPS Approach:
An application for a GPS approach to runways 06 and 24 were issued last year. It is hoped that approval will be had later this year.
Live internet weather and radio broadcast:
Airport weather conditions can be obtained via the airport website (www.flyhighriver.ca). Radio access (AWOS) from the air is in its final stages of testing. This is an advisory only and the pilot will still be responsible for verifying the stated conditions prior to landing or taking off.
As a growing airport, we welcome ideas on what can be done around the airport to increase its appeal, efficiency and sustainability.
Proposals
Dumpster Program
The High River Airport is looking for feedback for the implementation of a spring garbage dumpster program. It is proposed that for a small nominal contribution from aircraft owners and lease holders, a dumpster would be brought in to allow for spring clean-up. During a specified time, all could dump their aviation garbage and have it hauled away.

Airport
Etiquette
As the High River Regional Airport grows and its use increases, proper
etiquette and courtesy become more vital in keeping the airport operating
smoothly. If we follow some simple
rules, we can eliminate many conflicts between users. You may get delayed a bit, but never more than maybe 5
minutes. Some things to remember:
-
In and around the airport, always
acknowledge anyone with a friendly greeting or wave.
-
In the private hanger area,
complete your walk around in the hanger, pulling your aircraft out only when
you are ready to leave. This will
keep the time you are blocking the taxiway to a minimum. If you see someone coming or waiting, when
you are outside your airplane, consider pushing it back out of the way to allow
the running airplane to pass. If you
are in your airplane expedite your start and taxi to the ramp to complete your
run-up. If you are taxiing in,
pull past the ÒTÓ to allow the other airplane to pass.
Before taxiing into or out of the
private hanger area, give a quick call on 123.0 to announce that youÕre coming
(the obtaining of a ground operating frequency is being investigated). This way the pilots can come to a quick
agreement on who will move first.
If you have not started you airplane yet, let anyone in and clear the
way if possible.
When passing the person giving
way, acknowledge his or her courtesy with a friendly wave.
-
Run-up should be carried out at
the east end of the ramp with your airplane prop wash directed away from any
aircraft and structures.
-
When ready to leave, announce
your intentions prior to entering the taxiway and if someone is on final,
consider waiting until they come onto the ramp. This ensures room for all sizes of aircraft to pass without
conflict. Please note that in the
CFS it is noted that the runway environment at the High River airport
can only be occupied by one aircraft at a time including the turnaround
bay at the end of 06.
(Unless prior formation departure or landing has been agreed upon
between pilots).

At the gas pumps, once finished, please
push your airplane clear as there may be someone else wanting to fuel
their airplane, even if you think you will be there only five more minutes.
-
As always, if you damage or break something,
please let someone or the owner know. Accidents happen.
-
Gate access. Please ensure the gates are closed after
you, especially at night when there is little to no traffic. And if you disconnect the drive to the
gate (this should never be done) make sure you re-engage it.
-

Recurrency requirements:
Summary
To remain current, all pilots must fulfill the minimum requirements as
stated win the Canadian Air Regulations (CARÕs). As a minimum, all licensed pilots pilot's must have flown in
the preceding five years and completed the Òself-paced study programÓ produced annually. Additionally they must have completed 5 take offs and
landings in the preceding 12 months.
For pilots with night endorsements 5 take offs and landings must have
been at night (these can count towards your yearly 5 take off and landings).
Instrument ratings must be renewed every 24 months through a flight test
(in an airplane or approved simulator).
Additionally he or she must have completed 6 hours of instrument flying
and completed 6 approaches to minimums within the preceding 6 months (the 6-6-6
rule).
It is always suggested that you get additional instruction from time to
time to help brush off any cobwebs that may have developed.
All pilots must ensure they are familiar with the CARÕs enforce at the
time of their flight. The
following was taken from the CARÕs web site dated March 5, 2010 (www.tc.gc.ca/civilaviation/regserv/affairs/cars/menu.htm)
Sections for gliders, balloons and flight engineers have been removed
for brevity.
401.05
(1) Notwithstanding any other provision of
this Subpart, no holder of a flight crew permit, license or rating, other than
the holder of a flight engineer license, shall exercise the privileges of the
permit, license or rating unless
(a) the holder has acted as pilot-in-command or co-pilot of an
aircraft within the five years preceding the flight; or
(b) within the 12 months preceding the flight
(i) the
holder has completed a flight review, in accordance with the personnel
licensing standards, conducted by the holder of a flight instructor rating for
the same category of aircraft,
(ii) the flight instructor who conducted the flight review
has certified in the holder's personal log that the holder meets the skill
requirements for the issuance of the permit or license set out in the personnel
licensing standards, and
(iii) the holder has successfully
completed the appropriate examination specified in the personnel licensing standards.
421.05 (2) In order to
comply with the requirements of 401.05(2)(a), any of the following are
considered acceptable as recurrent training programs:
(a) completion of a flight review conducted by the holder of a
flight instructor rating in the same category, shall include all items normally
covered during the flight test for the issue of that permit or license;
(b) attendance at a safety seminar
conducted by Transport Canada Aviation;
(c) successful completion of a
recurrent training program designed to update pilot knowledge, which could
include subject areas such as human factors, meteorology, flight planning and
navigation, and aviation regulations, rules and procedures that has been
approved by the Minister as being satisfactory for those purposes;
(d) completion of the self-paced study program produced annually in
the Transport Canada Aviation Safety Newsletter, which is designed to
update pilot knowledge in the subjects specified in (c) above. The
completed copy shall be the most current published by date and shall be
retained by the license holder;
(e) completion of a training program
or Pilot Proficiency Check as required by Parts IV, VI or VII of the Canadian Aviation
Regulations;
(f) completion of the skill
requirements for issue or renewal of a pilot permit, license or rating,
including night rating, VFR over-the-top rating, instrument rating,
multi-engine class rating, flight instructor rating, landplane or seaplane
rating; or
(g) completion of the written examination(s) for a permit, licence or rating.
(2) Notwithstanding any other provision of
this Subpart, no holder of a flight crew permit or license, other than the
holder of a flight engineer license, shall exercise the privileges of the
permit or license in an aircraft unless the holder
(a) has successfully completed a recurrent training program in
accordance with the personnel licensing standards within the 24 months
preceding the flight; and
(b) where a passenger other than a flight test examiner
designated by the Minister is carried on board the aircraft, has completed,
within the six months preceding the flight,
(i) in the case of an aircraft other
than a glider or a balloon, in the same category and class of aircraft as the
aircraft, or in a Level B, C or D simulator of the same category and class as
the aircraft, at least
(A) five night or day take-offs and
five night or day landings, if the flight is conducted wholly by day, or
(B) five night take-offs and five
night landings, if the flight is conducted wholly or partly by night,
(3) No holder of an instrument rating shall exercise the privileges
referred to in Section 401.47 unless the holder
has
(a) within the 12 months preceding the
flight, successfully completed an instrument rating flight test in an aircraft
or in a Level B, C or D simulator of the same group as the aircraft;
(b) within the six months preceding the flight, acquired six hours of
instrument time and completed six instrument approaches to the minima specified
in the Canada Air Pilot in an aircraft, in actual or simulated
instrument meteorological conditions, or in a Level B, C or D simulator of the
same category as the aircraft or in a flight training device under the
supervision of a person who holds the qualifications referred to in subsection 425.21(9) of the personnel licensing
standards;
(c) within the
six months preceding the flight, acquired six hours of instrument time and
completed six instrument approaches to the minima specified in the Canada
Air Pilot in an aircraft, in actual or simulated instrument meteorological
conditions, while acting as a flight instructor conducting training in respect
of the endorsement of a flight crew license or permit with an instrument
rating; or
(d) successfully completed, for an aircraft,
a pilot proficiency check whose validity period has not expired and which
included the instrument procedures portion of
